First, zoom out to a continental or global perspective if you can, why? There are several reasons but one to consider is: "Our world can’t and will never operate at the required efficiency to be self-sustaining if only a few countries (United States, China, United Kingdom, Germany, Canada etc.) are pulling the weight. Their economies can no longer sustain it!" . - Why we need Global Objectives.
We need to start looking at the world through a global lens, at least a continental one, to think of novel ways we can collaborate, (we do this for sports events; Olympics and World Cup). After all we're all sojourners on this planet!

The 9JCPs (Joy, Peace, Patience, Kindness, Goodness, Faithfulness, Gentleness, Self-Control ) are a filter between your problem and potential solutions. JCPs inevitably establish fair grounds for cooperation plus satisfaction and fulfillment to all parties involved.
It's evident today; without a uniform character lens to problem solving whether it's at a family, state, country or global level that trust between operating parties has been lost. Oaths and contracts don't mean anything these days. It's just business as usual, survival for the fittest and bottom line even when lives are at stake.
